Who We Are

Workforce Resources, Inc. (WRI) is a woman-owned, small disadvantaged business providing administrative support services to federal, state and local government as well as the commercial sector. Although headquartered in the Washington, D.C. metropolitan area, WRI is capable of supporting customer requirements on a nationwide level.

WRI is built on a foundation of partnership and quality service. This means that WRI will, in partnership with our customers, develop strategies and deliver quality services designed to assist our customers in attaining their goals.

As a service contractor, we recognize that our work force is the number one resource of the company. We understand the importance of identifying and delivering individuals possessing the skills and experience necessary to meet our customers’ short- and long-term objectives and goals. Workforce Resources' personnel utilize sound management practices and problem solving skills to effectively meet or exceed our customer’s requirements.

Our management approach places emphasis on attainment of objectives, teamwork, measurable performance, and quality standards. A commitment to these principles allows us to achieve our ultimate goal—customer satisfaction. We clarify all deliverables—both at project onset and periodically throughout the project term—in order to ensure all goals are met. In addition, we develop and maintain open lines of communication between our customer and our workforce; this facilitates coordination at all levels and further ensures project success.

 


Principles

Charlene T. Wade, SPHR

President

 

Charlene T. Wade founded Workforce Resources, Inc. with the goal of servicing, nationwide, corporate and private executives with their workforce personnel and human resources needs.

Ms. Wade possesses over 30 years of experience in the business arena, with approximately 25 of those years spent in human resource management. Her career has been focused on providing strategic planning and implementation of human resource initiatives and project management to minority-owned companies.

Most recently Ms. Wade served as Director of Human Resources and Corporate Project Manager for an 8a, woman-owned company headquartered in Prince Georges County, MD. In that role she served as a member of the senior management team providing strategic guidance on issues and their effect on corporate goals. She was responsible for overall project oversight, to include providing overall technical, marketing, customer relations, and personnel management direction of assigned projects to ensure timely and cost-effective accomplishment of contractual commitments; monitoring project tasks to ensure scope of work, schedule, and budget are well defined and maintained; and accountability for contract performance.

In addition, Ms. Wade provided strategic guidance on HR issues, to include developing and reviewing HR systems and workflow processes; formulating and implementing policies and procedures ensuring fair and equitable treatment of all employees and compliance with applicable law; developing and maintaining a solid recruitment program in order to attract qualified candidates; managing all employee relations issues; conducting new hire orientations, performance reviews, continuing training, and exit interviews; and defending unemployment claims. Ms. Wade executed all aspects of the corporate benefits program—which included plan design, carrier selection, negotiation, implementation, and administration.

Ms. Wade has attended the University of Maryland University College, College Park, MD and Bowie State College in Bowie, MD. Ms. Wade earned her Professional in Human Resources (PHR) certification from the Society for Human Resource Management; she remains a current member of the national association and its local affiliate, the Human Resource Association of the National Capital Area. Ms. Wade held a secret clearance, which expired in 2001.

 

Rosalind A. White, CEBS, ACS, AIAA

Vice President, Administration

 

Rosalind A. White recently joined Workforce and serves in a senior executive capacity. She is a dynamic business woman who possesses a keen business sense and a strong work ethic. As a seasoned human resource professional with over 30 years of experience in the field, Mrs. White believes that a talented and committed work force is the backbone and strength of any great company.

For the last 22 years, Rosalind worked for Baltimore Life Insurance Company. She held progressively challenging positions from Senior Human Resource Administrator to Manager, Employment and Compensation to Assistant Vice President/Director of Human Resources. Rosalind was responsible for the day-to-day operations of the corporate HR function, to include employment, employee relations, compensation development and administration, benefits administration, policy development and administration, payroll coordination, open enrollment administration, administration of the workers’ compensation, short- and long-term disability programs, and coordination of PC and Life Insurance industry-related training for the home office and field personnel. Rosalind was also responsible for ensuring that retired employees’ benefits and compensation were administered as outlined in the applicable plans.

Prior to her tenure at Baltimore Life, Mrs. White provided HR-related services at Arbitron Ratings Company, National Public Radio and U.S. Synthetic Fuels Corporation.

Mrs. White holds a B.S. in Business Management from the University of Maryland. In February 2003 she earned her Certified Employee Benefits Designation (CEBS) certification from the International Foundation of Employee Benefits Plans and the Wharton School of the University of Pennsylvania. Rosalind has also earned her Associate Customer Service (ACS) and Associate Insurance Agency Administration (AIAA) designations; completed the Life Office Management Association (LOMA) program; and completed six courses toward the Fellow, Life Management Institute (FLMI) designation.

Rosalind’s role will include expanding our human resource consulting practice as well as business development in the Federal/state/local government and commercial business arenas.
